Henan to Cancel Regional Restrictions for Aluminum Oxide Companies Resource Allocation

In terms of bauxite resources allocation, Henan province has cancelled regional restriction policies and encourages coal enterprises and aluminum oxide companies to co-invest to exploit bauxite. 

Allocate Resources Based on Market

Currently, Henan Province has stipulated a set of relevant policy system. According to the new policy, only under the following situations can mineral properties be sold in agreement. First, important mineral resources development projects approved by the state council of China and mineral origins that provide assorted resources for key mineral resources development projects approved by the state council of China; second, neighboring districts that requires expanding exploiting by making use of the original ecosystem. Henan provincial government has already approved pre-allocated mineral resources and project and resource reassignment project.

Adjust Coal and Aluminum Resources Companies Qualification

It is stipulated in the new policies that in terms of key coal manufacturers allocate resources, encouraging power enterprises and electrolytic aluminum companies and other downstream industries to get involved in the project cooperation development. In aspects of bauxite resources allocation, Henan province has cancelled regional restriction policies and encourages coal enterprises and aluminum oxide companies to co-invest to exploit bauxite. 

Minerals Control to Enter into New Era

After a decade of resources allocation, annual output value of mineral exploitation industry and mineral raw materials processing products has increased 22.7% and 32.1% respectively. The layout of mineral industry is more reasonable, and intensive resources standard has been improved obviously. Meanwhile, with the development of international mineral market, problems take place, especially market resources allocation scale and quantity are insufficient. The market is weak. All of these situations indicate urgent policy adjustment.
