China's cutter production mainly includes high speed steel cutter and hard alloy cutter. Since high speed steel cutter production consumes a great many resources, and the products are low-end with inexpensive price, it is not encouraged within the industry. However, the demand of machine building industry and the fact that domestic cutter companies haven't transformed yet have left most cutter companies relying on this type of cutters, whose export volume is large.

Last year, China cutter export value was $800,000,000, most of which are high speed steel cutters. The export structure serves as a contributing factor for international trade friction. Although  developing countries like America and Germany haven't shown any response to China's cutters, boycott has occurred in Spanish and some countries in South America. Therefore, China Machine Tool Association has appealed for reduction in the export of high speed steel cutters.

This year, hard alloy cutters export rebate rate has been improved from 5% to 11%. For companies, it is not simply a matter of increasing profits. The adjustment has increased the companies' confidence to march on.
